Collins will come off the bench, while Burton has been picked to play in the centers ahead of Graham, who will sit outside Jack Wighton on the wing.
Cleary takes Daly Cherry-Evans’ place at half-back, while both Martin and Yeo will take their places at full-back and lock respectively.
Cherry-Evans remains in the side as 18th man, while Cowboys young gun Jeremiah Nanai has been named as 19th.
Meninga explained that this match will also serve as a selection test, with the hope of finishing his team by making it past the group stage.
“It was ideal that the Grand Final players were rested in the first game, and I’m looking forward to seeing them play against Scotland,” Meninga said in a statement.
