Ukraine’s Western allies have accused Russia of threatening to use nuclear weapons on Ukraine. Moscow denies doing so and has repeatedly accused Kyiv of planning to use a radioactive “dirty bomb” without providing evidence.
The Mail on Sunday reported that a French government source said Macron’s call with the Russian president left him “clearly alarmed. It seemed like a very strong hint that Putin might detonate a tactical nuclear weapon in eastern Ukraine , while leaving Kyiv intact. That seemed to be the thrust of his comments.”
A source was quoted as saying: “The two presidents have certainly discussed the risk of using nuclear weapons. Putin wants to send the message that all options are on the table, in line with Russian doctrine regarding to nuclear weapons.”
Russian ally Chinese President Xi Jinping on Friday condemned threats to use nuclear weapons in Ukraine.

Power outages in Ukraine amid Russian bombing
Ukraine’s state electricity operator on Saturday announced regularly scheduled blackouts in Kyiv and seven other regions of the country following Russia’s devastating strikes on energy infrastructure.
The move comes as Russian forces continue to pound Ukrainian cities and towns with missiles and drones, damaging power plants, water supplies and other civilian targets, in a war that is approaching nine months old.
Russia has denied that the drones it used in Ukraine came from Iran, but the Islamic Republic’s foreign minister acknowledged for the first time on Saturday that it supplied Moscow with “a limited number” of drones before the invasion. Hossein Amirabdollahian claimed, however, that Tehran did not know whether its drones were used against Ukraine and declared Iran’s commitment to stopping the conflict.

Kyiv mayor urges residents to stock up on essentials and has not ruled out a total blackout
Vitalii Klychko, mayor of Kyiv, has urged residents to stock up on basic items and even consider moving temporarily, Ukraine’s Pravda reported.
Nor has he ruled out a complete blackout in Kyiv with no electricity, heating, water or communications.
During a television broadcast, Klychko said: “We are doing everything possible to prevent this from happening. But let’s be honest: our enemies are doing everything possible so that the city has no heat, no electricity, no water, and that all we are dead. And the future of this country, and that of each of us, depends on how we are prepared for the different situations.
“We do not rule it out. We go through different scenarios to survive, to be prepared.”

A nine-year-old boy injured in a Russian attack in Dnipropetrovsk Oblast
A 9-year-old boy was reported injured in the Russian shelling of Nikopol district, Dnipropetrovsk region.
Valentyn Reznichenko, head of the Dnipropetrovsk Regional Military Administration, wrote in Telegram yesterday: “In the evening, the Russians bombarded the Nikopol district again. They fired heavy artillery at the community of Myrove. They wounded a 9-year-old girl years”.
He said that “the enemy projectile hit a residential building,” Ukrinform reported.

Biden administration privately asks Ukraine to tell Russia it’s open to talks, report says
The United States is privately encouraging Ukraine’s leaders to show an openness to negotiating with Russia and abandon their public refusal to engage in peace talks unless President Vladimir Putin is removed from power, the Washington Post reported.
The Post cited unnamed people familiar with the discussions as saying that the request by US officials was not aimed at pushing Ukraine to the negotiating table, but a calculated attempt to ensure that Kyiv retains the support of other nations that they face constituencies that are wary of fueling a war for many years to come.
He also reported that Ukrainian President Volodymyr Zelenskiy’s ban on talks with him had raised concerns in parts of Europe, Africa and Latin America, where the war’s effects on food and fuel costs are being felt most keenly.

Russia accused of kidnapping 34 children from Kherson Oblast
Russian forces have abducted 34 children from the village of Preobrazhenka in the Myrne community of Anapa, Kherson Oblast, Governor Yaroslav Yanushevych said, the Kyiv Independent reported.
“Parents were promised that their children would return at the end of this week, but then the stay time was extended by another week,” Yanushevych said in a Telegram post yesterday.
On October 22, Russian forces were reported to have kidnapped 46 children under the age of five from the Kherson Regional Children’s Home and taken them to Russian-occupied Simferopol in Crimea, Yanushevich said at the time.
Earlier, on October 15, the Kyiv Independent reported that Moscow was transferring 500 Ukrainian children living in the occupied territory of Kherson Oblast to Russia every day.
